Standard cut resize problem

I am importing a PNG file to cut around on photo card. It work great most of the time.
I get rid of the background and go to standard cut and it works fine. I get a cut out the size I want.

Some PNG file I import when I go to cut . It resizes the file.

Any ideas?

I’ve observed that when an image’s scaled size exceeds the mat’s dimensions, it automatically shrinks to fit. Conversely, importing an image at a size of 5 inches retains its original 5-inch dimension.
